This grant is funded by the federal Coronavirus Relief Fund established by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).  Through this grant, Hennepin County will provide financial support to organizations providing food access to communities impacted by COVID-19. This grant will fund necessary expenditures incurred due to the COVID-19 public health emergency, which meet all CARES Act criteria1, to include supplies and expenses related to enabling compliance with COVID-19 public health precautions while providing resident services.

1The CARES Act provides that payments from the Fund may only be used to cover costs that:

  1.     are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19);
  2.     were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government; and
  3.     were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.

Organizations may or may not currently have a contract with Hennepin County Health and Human Services to provide services to county residents.  Organizations and their staff/volunteers must comply with CDC guidance relating to COVID 19, including physical distancing and use of face coverings, during packing and distribution of foods to limit the spread of the virus.  Organizations must also meet one of the following criteria:

  • Provide for the food insecurity needs of Hennepin County residents through the distribution of perishable and non-perishable food items including culturally specific food in order to mitigate the disproportionate impacts of the COVID-19 public health crisis for people of color and low-income communities, since their contracted services prioritize racial equity, inclusion, and culturally specific outreach, or:
  • Be a recognized community organizations, non-profit, Mutual Assistance Association, faith based organization, food banks, food shelf, food pantry, pop-up distribution site, etc.,  well positioned to mitigate the disproportionate impacts of the COVID-19 public health crisis for people of color and low-income communities.
  • The maximum grant award amount will range from $7000 to $50,000 per organization.  Award amounts may vary depending on the type of food being distributed, frequency of distribution, size of the population served, available funding, etc.
  • Eligible expenses must be directly related to the purchase and distribution of perishable and non-perishable food items.  Strong consideration will be given to those organizations that provide culturally appropriate and/or locally sourced food items.
  • Personal Protective Equipment (PPE) is an allowable expense under this funding opportunity.
  • Distribution of meals is not an allowable expense.
  • Ineligible expenses include staff time or payment of vendors for time.
  • Grant awards will be divided into multiple payments and are eligible to be released based on satisfactory invoicing of expenses and accompanying documentation. 
  • Eligible expenses must be incurred between August 15, 2020 and December 15, 2020.  All funds must be expended by December 15, 2020.
  • All invoices for reimbursement must be submitted by December 15, 2020.
  • Applicants selected to receive grant funds must keep appropriate documentation to support the expenses which have been incurred and cooperate with any county requests for information.
